Overall responsible for the development and subsequent implementation of the approved strategies related to Credit Cards under supervision and in line with the overall IT strategy. Also assist the Deputy CIO in achieving/exceeding the business objectives and in ensuring the best interest of the Bank’s stakeholders.

Internal stakeholders: key stakeholders within IT Division, business users and other related business departments in the company.

To manage all daily activities within the department

* Strategic Management & Budget Planning

- Develop budget and resources plan for the department
- Overall manage new Initiatives and linked IT Project delivery for the Credit Cards business, ensuring that business objectives and strategy are reflected in each of the processes and that related services are delivered in a professional and proactive manner while managing ambitious and /or business critical timelines.
- Ensure all Credit Card related IT deliveries are completed to the highest standards, and also ensure the introduction of cutting-edge technology to support all areas of the cards business to derive competitive advantage for the Bank.
- Assist the Deputy CIO in the formulation of short, medium and long term strategies for Credit Cards IT to ensure the smooth implementation of automated systems, improving the operating efficiency for Credit Cards and plans for working with outsourcing partners.
- Coordinate with the Deputy CIO to set, manage and control budgets for Credit Cards IT Operations for services received from 3rd party outsourced providers.
- Oversee the development of performance objectives and Key Performance Indicators (KPIs) in order to address performance issues and maintain alignment with the business goals.

*People Management

- Develop and coach architects within the department
- Develop and maintain working framework to support team members to finish their works

*Day to Day Activities

- Supervise the development and implementation of new approaches, policies and procedures to effect continuous improvement in efficiency of the department.
- Oversee monitoring of Credit Card issues encompassing IT, both Operations and project delivery. Address any alerts emanating from the process directly to the Deputy CIO for action and recommendation.
- Ensure performance objectives are set and met and regularly review performance of effective IT, Operations and Business Services.
- Manage all functions performed by IT Operations & Support in order to ensure the existence/ introduction of robust processes which provide the highest standards of operational, and infrastructure support to business partners.
- Takes responsibility for adhering to project plans, ensuring that project deliverables are completed on time. Produce detailed project plans to manage interdependencies,
- Performs review, analysis and evaluation of business and user requirements. Ability to translate business requirements into structured form. Documentation of detailed business requirements and business flows for development projects.
- Reviews all design solutions for accuracy and adherence to the business requirements. Gives design input through knowledge of software and industry to ensure all accommodations have been made.
- Direct the process of identification, introduction/use of the most innovative and secure technologies to support the Bank’s Credit Card products and services.
- Answers functional questions about the system.
- Documents training materials and provides training if needed.
- Researches and documents bugs, communicates issues to outsourced partners and support staff and works the bug lists to ensure reasonable turnaround. Performs gap-analysis with the assistance of other team members.
- Preparation of management reporting and reporting information. Provide timely, accurate and complete progress reports to the Deputy CIO on the operational progress of IT related to Credit Cards.
- Communicate with staff from other IT department on a timely basis and keep them adequately informed about the Cards activities and results as needed as per the approved policies and procedures.
- Liaise with 3rd party external service providers to assess the quality of services provided by them, and suggest improvements to the activities/functions performed by them.
- Oversee process re-engineering and quality assurance to ensure that work procedures are efficient and sufficient for the Bank. Oversee the overall automation process related to Credit Cards.
- Ensure the recommendations made by the Internal Audit and Compliance functions as well as the external auditors as part of their reviews are timely actioned.
- Provide timely and accurate information to the external and internal auditors and the Compliance function as and when required.
- Nurture an operating culture focused on the achievement of high performance standards, and reduce operating costs to the minimum levels consistent with the delivery of superior customer service through a combination of technology, processes and people.

Yêu Cầu Công Việc

- 10+ years of experience in the Card Industry.
- 5+ years of experience with market standard Card Application is critical.
- Implementation and/or client support experience with a Card Application is must.
- Good understanding of the key players in the card business, their roles and functions in the industry with working knowledge on the card issuing and acquiring side of the business
- Knowledge of various processes like application processing, account processing, authorisation, payment processing, transaction processing, transaction switching, clearing, routing, collection services, customer services, merchant settlements and front end processing (internet, web-services, telephone banking, IVR, etc.)
- Strong understanding of the regulatory procedures in the retail banking industry like the
- Familiarity with Visa, BASEII, MasterCard IPM clearing, card scheme disputes and settlement process
- Familiarity with Visa SMS, Base I and MasterCard messaging standards
- Working knowledge of POS payments applications
- Working knowledge on various banking applications (decision making, credit scoring and fraud monitoring systems) and card management systems
- Knowledge of ISO 8583 standard would be highly advantageous
- Knowledge of back end accounting systems and GL accounting would be a plus
- Understanding of all pertinent laws, regulations, policies/ procedures and applicable lead practices pertaining to the Credit Cards.
- Thorough understanding of EMV and PCI DSS Standards
- Fluent in English
